4. Russian President Vladimir Putin has signed a decree introducing special economic measures to enhance Russia’s security in external trade, according to the official website for legal information.

5. Filippo Grandi, head of the United Nation’s refugee agency, said that the number of people fleeing Ukraine has now reached two million.
