AP cabinet passes resolution to abolish Upper House in the state

Amaravathi: The Andhra Pradesh Cabinet on Monday, led by Chief Minister YS Jaganmohan Reddy cleared the introduction of a bill seeking to abolish the Andhra Pradesh Legislative Council (upper house of the state legislature).

This will soon be introduced in the Andhra Pradesh Legislative Assembly, which will require it to be passed by a special majority of 2/3 members present and voting, before it is transmitted to the Parliament which will then need to pass it by a simple majority for the Legislative Council to stand abolished.

In the previous week, the AP Legislative Council rejected the AP Capital Redevelopment Authority Bill, which had been passed by the Legislative Assembly, that had referred the bill to a select committee.

The bill sought to decentralize and have three capitals in the state of AP, in Kurnool, Amaravati and Vishakapatnam. This proposal has led to strong protests across the state.

The AP cabinet also added that Rs 60-300 crores every year and this could be saved.

Article 168 of the Indian Constitution has established Legislative Councils in the states of Andhra Pradesh, Bihar, Maharashtra, Telengana, Uttar Pradesh and Karnataka.

The former state of Jammu and Kashmir too had a Legislative Council, established under Article 370.
