Mumbai and Gurgaon to go to polls on October 21; here’s all you need to know

New Delhi: Election Commission of India announced the dates for the assembly election in Maharashtra and Haryana on Saturday.

Polling in Maharashtra and Haryana will take place on October 21st and counting of votes will take place on October 24th, 2019.

The term of the Haryana and Maharashtra Legislative expires on November 2nd and November 9th respectively.

The term of the 288-strong Maharashtra Assembly expires on November 8.

Seat Share in Maharashtra, Haryana

  • Out of 288 Seats in Maharashtra BJP has BJP has 122 seats,  Shiv Sena hold 63 seats while Congress 42.
  • In Haryana’s 90-seat assembly in the 2014 state election, the BJP won 47 and the Congress 15; the Indian National Lok Dal (INLD) took 19. The rest were won by other regional parties and independents.
  • There are 1.82 crore voters in the Haryana; Maharashtra has 8.9 crore voters

In addition to these states, there will also be by polls held in about 64 Assembly states in different states and Union territory. The break up of these 64 Assembly states are the following:

Arunachal Pradesh (1), Assam (4), Bihar (5), Chhattisgarh (1), Gujarat (4), Himachal Pradesh (2), Karnataka (15), Kerala (5), Madhya Pradesh (1), Meghalaya (1), Odisha (1), Puducherry (1), Punjab (4), Rajasthan (2), Sikkim (3), Tamil Nadu (2), Telengana (1), Uttar Pradesh (11).

In both Haryana and Maharashtra, candidates will only be allowed to spend a maximum of Rs 28 Lakhs.

In accordance with the Representation of People’s Act, candidates will have to submit an account of their poll expenses within 30 days after the conclusion of the polls. Failure to do so would make the candidate liable for disqualification.

Haryana has about 1.82 crores registered voters and Maharashtra about 8.94 crores.

In accordance with the verdicts of the Supreme Court of India, candidates are liable to be disqualified for leaving out any column in the nomination form. The Election Commission of India has also stated that candidates have to publish their criminal record at three different states of the polls.

For the polls in Haryana and Maharashtra:

  • A notification shall be issued on 27th September.
  • Last day for filing nominations will be 4th October.
  • Scrutiny of these nominations will be over by 5th October
  • The last day for withdrawal of these nominations is 7th October
  • The date of polls is on 21st October. It will be a single phase polls for both states.
  • Date of counting- 24th October

For the by polls:

  • The date of notification will be 23rd September
  • The last day for filing nominations will be 30th September
  • Date of scrutiny of these nominations will be 1st October
  • Last date for withdrawal of nominations will be 3rd October
  • Date of polls will be 21st October across all states.
  • Counting will be on 24th October

Some important points to remember:

  1. Social media will be monitored. The Election Commission of India already has tie ups with Facebook and Twitter to plug fake news from being spread.
  2. The by polls in Karnataka will be closely watched. It is an absolute must for the BJP to win these 15 seats to retain power.
