New Delhi: The University Grant Commission (UGC) on Friday put the future of Delhi University’s Four-Year Undergraduate Program in doubt. UGC told HRD that DU has not taken the approval from the authorities before making changes in its Undergraduate courses.
Based on UGC meeting, HRD ministry would give the final call on the issue. “HRD ministry should immediately act on what UGC has said. Ground has been prepared for FYUP to be junked,” said a source.Â
In the meeting of the Commission, it was pointed out that FYUP was not in tune with the national education policy of 10+2+3. Some members even asked how DU’s open learning courses were of three years when the university had switched to FYUP.
Commission members said DU has autonomy, but they have to follow the rules. “Autonomy does not mean independence. It is being misconstrued,” a senior UGC official said. “What DU did was in contravention of national policy. Therefore, even if it had permission from all university bodies, the new system was unknown to the government.”Â
He also pointed out that all universities have to inform UGC at least six months before changing their course and system. “But DU took permission of its own statutory bodies barely a month before FYUP was introduced. UGC was told after the rollout,” he added.
