Lockdown 4.0: A comprehensive guide to all Frequently Asked Questions related to this

Lockdown 4.0 is now underway till May 31 and it comes with its set of stipulated guidelines and relaxations. In comparison to the previous editions, the fourth version of the lockdown does provide several relaxations. A lot of questions, however, still need answering.

NewsMobile tries to answer some of the frequently asked questions:

What’s the new period of lockdown?

Lockdown 4.0 is applicable from May 18 till May 31, 2020. Within the new guidelines issued by MHA, the state governments have been empowered to delineate the Red, Orange and Green Zones. A new zone, in between the red and containment zone, called the buffer zone, has been created. The definition of these zones remains the same as before.

How are containment zones identified? 

A containment zone is an area where the number of positive cases has been consistently high. The district administration decides on identifying and declaring an area a containment zone. In this zone, except essential services, everything else is closed. There are strict tabs on movement and people living in it are mapped regularly.

How can I find out my district’s zone classification? 

The concerned District Magistrate’s official webpages have all the zones mentioned. The local administrative authorities and police can also provide this information.

Can I go to office? 

Yes. As per new guidelines, private offices can operate in non-containment zones. Each state has their individual protocol for this. For example, Delhi government has allowed offices at full strength but has said that efforts should be made to make most of the staff work from home. On the other hand, in West Bengal, offices can operate with 50% strength on alternate days.

Will shops selling non-essential items be allowed to open? 

Yes. All shops can open, except the ones in malls and complexes and also in containment zones. State governments and DMs are notifying rules for their respective states and districts.

Can I book a taxi/Ola/Uber? 

Yes, taxi booking is allowed except in containment zones. Not more than two passengers are allowed. Proper social distancing and sanitisation norms have to be maintained. Taxi sharing isn’t allowed. For specific state guidelines, refer to DM’s official page.

Can I travel by metro? 

No. Metro train operations are suspended across the country.

Can I walk, drive within my area? 

Yes, you can go to market areas and shops during the day. Venturing out of your home is prohibited between 7 pm to 7 am, regardless of which zone you stay.

Can my temporary house help/maids/driver come for work? 

Yes. They have been allowed in non-containment zones. All social distancing and cleanliness norms need to be followed. States have given the local RWAs the right to decide protocol rules.

Can standalone restaurants/coffee shops open?

Restaurants have been permitted to operate kitchens only for home delivery. Dine-in is still not allowed in any zones.

Can I train in sports complexes/stadia?

Sports complexes and stadia can now function but without any spectators.

Can I go out in groups? 

NoAny congregation of more than five people is strictly prohibited and punishable by law.

Is domestic air/train travel allowed?

No. Air and train travel has been prohibited till May 31 as of now.

Can I travel to another state without a movement pass? 

Inter-State movement of passenger vehicles and buses is allowed, depending upon mutual consent of the states.
Protocol and standard operation procedures need to be followed. Please see state-specific guidelines for this.

Can an AC mechanic/carpenter/plumber come to my place? 

Yes, but only if you stay in a non-containment zone. Also check for specific RWA regulations.

Can I go from Delhi to Gurgaon/Noida/Faridabad/Ghaziabad?

Yes. Inter-state movement in vehicles has been allowed, provided both states agree. Some places like Noida require an e-pass before one can enter its jurisdiction. Please check with local authorities for this.

Is there a capping on number of guests for marriage ceremonies? 

Yes, MHA has specified that the number of people should not exceed 50.

Can funeral rituals be carried out?

Yes, but funeral related gatherings cannot exceed 20 people.

Will schools/colleges/gyms/swimming pools open? 

No. Schools, colleges, educational institutions as also community interaction areas such as swimming pools and gyms will remain shut until further notice in all zones.

Are courier services and e-commerce deliveries happening? 

Yes, they are now functioning. Check individual sites and also the district DMs will notify specific rules.

Are salons and barber shops open?

Some states have allowed salons and barber shops to open while others, like Delhi, have not. In states where these facilities are opening, they’ll have to follow the laid down SOPs. However, check locally for DMs notifications for each district.

Will I be fined if I don’t wear a mask? 

Yes. Wearing of masks has been made compulsory in public places. State governments have been asked to strictly enforce it.

Will I be fined if I spit in a public place?

Yes. Spitting in public places is banned.

Can I go to a temple or religious place?

No. All religious places are closed for the public. Religious congregations have also been strictly prohibited.
