India-Pakistan break ice with fresh hopes of peace

India and Pakistan break the ice as Indian Foreign Secretary S.Jaishankar and  Pakistan’s Foreign Secretary Aizaz Ahmed Chaudhary meet on Tuesday as part of the SAARC yatra of India’s top diplomat. 

While India will flag the issue of terrorism and tardy progress on the 26/11 Mumbai attacks, the talks are centred around discussing how to take the stalled dialogue process forward. Jaishankar will also call on the Pakistan’s Premier Nawaz Sharief.

India will also raise the infiltration issue with Pakistan of terrorist groups which has led to a renewed round of tensions between the two neighbours.

Pakistan is looking to put forward a new set of Confidence Building Measures (CBM) to the Indian Foreign Secretary. The main agenda will be the re-enforcement of the ceasefire agreement on the working boundaries in the Punjab province and the Line of Control (LoC), which has been troubled with cross border firing and shelling incidents in the recent past.

This particular agenda will carrying forward the statement of the Pakistan Army Chief General Raheel Sharif during his visit to the working boundaries with India in Sialkot sector, where he blamed India for opting to unwanted provocations to distract Pakistan’s attention from its military operations against Pro-Taliban militants in the tribal areas bordering Afghanistan. 

General Raheel Sharif maintained that Pakistan cannot afford tensions on the eastern borders and the LoC at a time when the troops are fighting terrorists in the tribal areas.

Other CBM proposals from Pakistan also include refraining from giving public statements against each other and working towards creating a healthy and positive atmosphere of dialogue movement going forward.

Advisor to the Prime Minister of National Security, Sartaj Aziz has also expressed his satisfaction over the resumption of the dialogue process between India and Pakistan, saying it to be a step to ease tensions between the two countries. Sartaj Aziz highlighted that India Pakistan dialogue re-initiation is because of Indian Prime Minister Narendra Modi’s telephonic conversation with Pakistan Premier Nawaz Sharif, in which he invited him to resume talks from where they were suspended.

He also reminded that it was India that suspended the secretary level talks during August last year, which he said was an uncalled for step. 

Pakistan will be putting forward its concerns on the Kashmir dispute to the Indian counter-part and will be using this opportunity to address all issues of mutual concerns and regional stability, said Sartaj Aziz. 

Sartaj Aziz also hinted towards a possible meeting of the two Prime Ministers at some point after resumption of talks between the two countries and endorsed Indian Foreign Secretary’s visit as a vital step towards positive in-rows towards the same.

New Delhi will also be reiterating the long standing concerns of India with the Pakistan authorities including the rooting out of terrorism, also termed as “Pakistan sponsored terrorism” against India, acting against organizations including the recently declared banned outfit Jamat-ud-Dawa and its chief Hafiz Saeed and his accomplice Zaki Ur Rehman Lakhwi, who are blamed to be the prime perpetrators behind the 26/11 Mumbai terror attack.

But what is important and pertinent to mention here is Pakistan’s use of militant organizations in the recent past to tackle increasing Indian influence in Afghanistan, which has raised more questions and concerns over the uniformity of decision making and strategy building approach of the political government led by Nawaz Sharif and the military establishment.

Former President and Chief of Army Staff General Retired Pervez Musharraf, in a recent interview revealed that Pakistan used the Taliban factions to operate in Afghanistan aimed at tackling down Indian influence.

Musharraf’s statement not only gave justice to Indian allegations, but it also gave a lot of heart to the Afghanistan claims, who blame Pakistan for using its soil to harbor terrorists and use them to destabilize countries like India and Afghanistan.

But the resumption of talks is certainly a positive step forward and should be able to yield positive outcomes as analysts urge that the resolutions all issues between India and Pakistan lies only in negotiations, dialogues and mutual consultations.
