Haryana Assembly passes 5 bills on last day of monsoon session

Chandigarh, Aug 31 (PTI) Haryana Assembly today passedfive Bills, including the one which will substantiallyincrease salaries and other emoluments of legislators. The state assembly gave its nod to the Haryana LegislativeAssembly(Salary, Allowances and Pension of Members) AmendmentBill, 2016, on the last day of the monsoon session. Four other bills, including Haryana Development andRegulation of Urban Areas (Second Amendment) Bill 2016,Haryana Motor Vehicles Taxation Bill 2016, University ofHealth Sciences, Karnal Bill, 2016 and the Haryana Tax onLuxuries (Amendment) Bill, 2016, were also passed. The Haryana Development and Regulation of Urban Areas(Second Amendment) Bill, 2016 was passed to amend the HaryanaDevelopment and Regulation of Urban Areas Act, 1975. This amendment will provide flexibility to the state toidentify and prioritise the external development works in viewof the available financial resources. The Haryana Motor Vehicles Taxation Bill, 2016 waspassed to consolidate and regulate the law relating to levy oftax on motor vehicles in the state. This Bill aims to improve tax compliance by simplifyingand rationalising the procedure of collection of tax. It wasnecessitated due to the extensive changes made in the HaryanaMotor Vehicles Taxation Act, 2013 and Punjab Passenger GoodsTax Act, 1952. The University of Health Sciences, Karnal Bill, 2016was passed to establish and incorporate a University of HealthSciences at Karnal for the purposes of teaching andaffiliating, ensuring proper and systematic instruction,training and research in modern systems of medicine and Indiansystems of medicine and administration of Kalpana ChawlaGovernment Medical College, Karnal. All health and medical institutions located or running inthe northern districts of Haryana would be affiliated withthis university. This would reduce the burden on Pandit Bhagwat DayalSharma University of Health Sciences, Rohtak. The Haryana Tax on Luxuries (Amendment) Bill, 2016 waspassed to amend the Haryana Tax on Luxuries Act, 2007. The amendments would enable the Excise and TaxationDepartment to implement the decisions made by the Committee onSubordinate Legislation for amendment of the rules framedunder the Haryana Tax on Luxuries Act, 2007 and would alsofacilitate implementation of electronic governance under theprovisions of the Act.
