DDCA against appointment of administrator for Sept matches

New Delhi, Aug 22 (PTI) The Delhi and District CricketAssociation (DDCA) today opposed in Delhi High Court theappointment of an administrator to oversee cricket matches tobe held in September at Ferozshah Kotla stadium here. The submission was made by DDCA’s lawyer who also told abench of justices S Ravindra Bhat and Deepa Sharma that thecricketing body has accepted the recommendations of JusticeMukul Mudgal regarding its functioning. Advocate Nitin Mishra, representing Justice Mudgal, toldthe court that the retired judge does not wish to continue asobserver of DDCA as he has other commitments. Mishra said if the court requests, then Justice Mudgalwould continue in the position and added that in such asituation, the judge should be allowed to constitute a 3-5member team who would assist him in discharging his mandate. The court said Justice Mudgal should continue in thepost till some alternative arrangments were made or till afinal solution was arrived at and allowed his request to setup the team, saying he "can seek assistance of individuals hedeems fit for the purpose". "He should at least stay on till September 15 (when thedomestic matches would be held at the stadium)," it said. Meanwhile, an application through advocate Rohit Gandhiwas moved by eight directors, including Vice President ChetanChauhan and Treasurer Ravinder Manchanda, of DDCA seekingimplementation of the recommendations of Justice Mudgal. The bench said it will not go into the matter today andlisted it for hearing on September 22, when it commenceshearing on three issues – firstly, whether an administratorneeds to be appointed and who; secondly, arguments in supportand against the Mudgal committee report and finally, whatsurvives in the petition before it. The court was hearing DDCA’s 2010 plea for an occupancycertificate from South Delhi Municipal Corporation (SDMC) tohold matches at the stadium. SDMC in March this year had issued the certificate sayingit was fully satisfied that the deviations in the stadium’sstructure have been rectified by the association in terms ofthe sanctioned plan of 2005.
