Running a Reverse Image Search of the video keyframes, we found a Facebook post on the official account of BJP Andhra Pradesh, dated April 12, 2019. The video in the post matches exactly with the viral clip, indicating that the latter has been online since 2019.
Searching further, we came across the same video published on the official Facebook account of Narendra Modi himself on April 11, 2019. Modi has shared this video thanking the people for showing trust in him and promising to work harder for the citizens of the country.
ABP News, too, reported about the video on their website around the same time, informing that the video went viral before the 2019 Lok Sabha elections.
Therefore, we can conclusively say that the viral video, claiming that people recently chanted praises for Narendra Modi in a Mumbai local train, is misleading.
