According to a report by The Print, dated September 4, 2019, the video is from Bengaluru and the man in the video is artist Baadal Nanjundaswamy.
A report by The News Minute mentioned that street artist Baadal Nanjundaswamy suited up as an astronaut and ‘moonwalked’ on pothole-riddled Tunganagar Main Road in Bengaluru. The same was reported by India Today and The Indian Express in 2019.
Baadal has shared the video on his Twitter account, dated September 2, 2019, tagging the Commissioner of Bruhat Bengaluru Mahanagara Palike (BBMP).
On September 3, 2019, Baadal shared another video stating that quick and prompt action was taken by BBMP and the road was fixed.
Thus, it is clear that the viral video is quite old, and from Bengaluru, not Jammu and Kashmir.
