FACT CHECK
NewsMobile fact-checked the post, and found it to be misleading.
According to a Press Information Bureau press release, dated August 17, 2022, there is no change in the rule related to booking of tickets for children travelling on a train, and it is optional for passengers to buy tickets and book berths for children below five years. And if they don’t want a separate berth, then it is free, same like it used to be earlier.
According to a circular by the Indian Railways, there is no fare for children below the age of five. However, if the parents/guardians seek a separate berth for the child, then a berth/seat can be booked by paying the full price for it.

The circular also mentioned that full fare will be charged for the kids, aged 5 to 11, if a berth is sought. In case a berth is not required, then half the fare will be charged.
Thus, it is clear that the viral claim is misleading.
