‘Anti-National’ Social Media Activities Can Cause You trouble Availing Passport In Bihar & Uttarakhand

After the storm of protests on various issues including the ongoing farmer’s protests reigned in India over the past few months, some states have come up with directives to deal with people who are involved in ‘anti-national’ activities, be it online or offline.

The Uttarakhand Police had also decided to scrutinise social media behaviour before giving their clearance for people applying for passports. Uttarakhand DGP Ashok Kumar said on Thursday that the online behavior of passport applicants needs to be scrutinized to stop growing misuse of social media platforms.

Uttarakhand Police had decided to make examination of social media behaviours of passport applicants a part of the verification process at a meeting chaired by the Director General of Police.

Justifying the decision, Kumar said the measure is needed to stop growing misuse of social media platforms to foment trouble.

However, the DGP denied he had introduced anything “new or drastic” saying he had only spoken in favour of enforcing a clause already there in the passport law.

There is a clause in the passport law not to issue the document to anyone indulging in anti-national activities.

Replying to a question, he admitted that the way social media was used to “escalate tension” during the recent tractor parade in Delhi may have acted as a catalyst in taking the decision.

Recently, Bihar government also issued a directive saying that if anyone takes part in a violent demonstration, the police can list the same in the individual’s certificate of conduct.

The order by Bihar govt came after the ordinance was passed by Uttarakhand government on the same lines.

Approved by Bihar DGP SK Singhal, the directive says that police verification will be necessary for applying for a government job, a license for a firearm and a passport, thereby anyone with negative remarks on its character certificate will find it difficult to avail any of these things.

The directive states, “If a person is involved in any criminal act by engaging in any law and order situation, protests, road jams etc. and is charged by the police for this, then specific mention of this will be made in the character verification report by the police,” the directive cleared by the Bihar DGP said.

Simply put, this means that if anyone is involved in any criminal activity during a demonstration and is identified by name in the police chargesheet, mention of criminal activity will be made in the person’s certificate of conduct or character certificate to be issued by the police.

The order also said that they would also not be given loans of grants from the government.

Earlier, police only checked whether or not FIRs were lodged against passport applicants.
