Parliament session begins today expected to be stormy

Prime Minister Narendra Modi Tuesday urged all parties to work together to change the negative perception of people about politicians. But the Opposition, despite differences in the ranks, put up a united front, calling the demonetisation of higher denomination notes a “currency scam” that needed to be probed.

Thus to counteract on the government’s move to curb black money by demonetisation of currency, the Parliament is all set for a stormy start of month-long winter session which will witness uproar over Modi government’s move.

Opposition leaders met in the capital on Monday evening to draw up a common strategy to take on the government over its move to demonetise higher denomination currency notes and the problems being faced by people.

There was no unanimity on proposals like marching to Rashtrapati Bhavan to jointly petition President Pranab Mukherjee on November 16 — this was suggested by Trinamool leader and West Bengal Chief Minister Mamata Banerjee.

The Congress tossed the idea of seeking a Joint Parliamentary Committee (JPC) probe into the demonetisation decision but did not find many takers. While the Trinamool wants the decision rolled back, the Congress and other parties are not on board.

At the meeting, JD(U)’s Sharad Yadav was the first one to oppose Trinamool proposal.

According to reports, Yadav told the meeting that the Opposition should first exhaust all options in Parliament before deciding on a march to Rashtrapati Bhavan. CPM’s Sitaram Yechury maintained silence — his party is not comfortable with the idea of a joint protest with Bengal arch-rival Trinamool.

Sources said Trinamool’s Sudip Bandopadhyay and Derek O’Brien told the meeting that they had already taken a November 16 appointment with the President. Leader of Opposition in Rajya Sabha and Congress leader Ghulam Nabi Azad is learnt to have asked them who did they take the appointment for. When Trinamool leaders said it was for all Opposition parties, Azad asked them how could they take an appointment on behalf of other parties.

But after the meeting, Azad said: “We have decided to work together.”

Other issues expected from Winter Session

The government is likely to push its legislative agenda, that includes passage of pending legislations for rollout of the Goods and Services Tax (GST) and the surrogacy regulation bill.

Nine new bills are slated to be introduced and later taken up for passage.

The pending bills for roll out of GST include:

  • Central Goods and Services Tax Bill (to facilitate levy of tax on intra-state supply of goods or services)
  • Integrated Goods and Services Tax Bill (to facilitate levy of tax on inter-state supply of goods or services).
  • The Goods and Services Tax (Compensation for Loss of Revenue) Bill to facilitate payment of compensation to states for loss of revenue arising on account of implementation of GST.

The bills listed for consideration and passage include:

  • Maternity Benefit (Amendment) Bill, 2016.
  • The Whistle Blowers Protection (Amendment) Bill, 2015.

The bills to be introduced for passage include:

  • Surrogacy (Regulation) Bill, 2016.
  • Divorce (Amendment) Bill, 2016.
