The HPC (D) which was dissatisfied with formation ofthe SHDC went underground again after the accord and continuedto demand a separate autonomous district council under theSixth Schedule of the Constitution comprising the same area. HPC (D) was represented in the August talks by thedelegation led by Lalthalien, a church leader and comprisingformer President of Hmar Inpui (Hmar Supreme House) Dr JohnPulamte, President of Hmar Students Association (HSA)Lalthlamuana Hmar, General Secretary of Hmar Inpui FrancisSongate, Rohringa and Thanglianchhunga. The state government delegation led by AdditionalSecretary for Home Lalbiakzama comprised of Joint Secretaryfor home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu andOSD (Home) David H. Lalthangliana. Mizoram government and the HPC (D) militants hadmade several efforts to find amicable solution to the Hmarimbroglio and the last talks held in 2013 fizzled out over theperiod of extension of the Suspension of Operation (SoO). Many HPC (D) cadre, including its ‘self-styled armychief’ Lalropuia Famhoite were in jail awaiting trial whilethe top leaders including the outfitÂ’s Chairman H. Zosangberawas arrested earlier and now absconding after released onbail. Fresh efforts to bring peace in the north easternpart of the state adjoining Manipur, known as the HPC (D)demand area, began after Young Mizo Association (YMA) leaderssought the help of the powerful central committee of the YMAin Aizawl to urge the state government to initiate talks againwith the Hmar militants.
