Form panels to remove pay related anomaly: Govt to depts

New Delhi, Aug 17 (PTI) All central governmentdepartments have been asked to set up committees to look intovarious pay related anomalies arising out of theimplementation of the Seventh Central Pay Commission’srecommendations. There will be two levels of Anomaly Committees –National and Departmental — consisting of representatives ofthe official side and the staff side of the national counciland the departmental council, respectively. The Departmental Anomaly Committee may be chaired by theAdditional Secretary or the Joint Secretary (Administration).If there is no such post, then Financial Adviser of theministry or department shall be one of the member of theDepartmental Anomaly Committee, an order issued by PersonnelMinistry said. "The National Anomaly Committee will deal with anomaliescommon to two or more departments and in respect of commoncategories of employees. The Departmental Anomaly Committeewill deal with anomalies pertaining exclusively to thedepartment concerned and having no repercussions on theemployees of another ministry or department in the opinion ofthe Financial Adviser," it said. The Anomaly Committee shall receive anomalies throughSecretary, staff side of respective council up to six monthsfrom the date of its constitution and it will finally disposeof all the anomalies within a period of one year from the dateof its constitution, the Ministry said. Cases where there is a dispute about the definition of"anomaly" and those where there is a disagreement between thestaff side and the official side on the anomaly will bereferred to and "Arbitrator" to be appointed out of a panel ofnames proposed by the two sides, it said. The Arbitrator will consider the disputed cases arisingin the Anomaly Committees at the national as well asdepartment level, the order issued to secretaries of allcentral government departments said. "All ministries or departments are accordingly requestedto take urgent action to set up the Anomaly Committees forsettlement of anomalies arising out of implementation of the7th Pay Commission’s recommendations," it said. The Centre has accepted most of the recommendations ofthe 7th Pay Commission, to be implemented from January 1,2016. PTI AKVSMN
