Five-Day Special Session Of Parliament Begins | HIGHLIGHTS

The five-day “Amrit Kaal” parliamentary session is all set to begin on Monday which will have discussions on the evolution of India’s parliamentary democracy addressing an array of topics, including eight significant bills, one of which is notably contentious — the Chief Election Commissioner appointment.

  • Congress leader Adhir Ranjan Chowdhury talks about the ‘75 years of parliamentary journey from the Constituent Assembly till now’ in the Lok Sabha.
  • Prime Minister Modi also took a moment to address the tragic terrorist attack on Parliament. “It was an attack on the mother of democracy, on our living soul. The country can never forget that incident. I also bow before those who took bullets to their chest to protect the Parliament and all its members, while fighting the terrorists,” said PM Modi.
  • “Bidding goodbye to this iconic building is an emotional moment… Many bitter-sweet memories have been associated with it. We have all witnessed differences and disputes in the Parliament but at the same time, we have witnessed ‘Parivaar bhaav,’ PM Modi added.
  • Addressing the Lok Sabha, PM Modi said: “All of us are saying goodbye to this historic building. Before independence, this House was the place for the Imperial Legislative Council. After independence, this gained the identity of Parliament House. It is true that the decision to construct this building was taken by foreign rulers, but we can never forget and can proudly say that the toil, the hard work, and the money that went into the construction were those of my countrymen.”
  • Addressing the media before the commencement of the Special Session of Parliament, the Prime Minister said: “”This session of the Parliament is short, but going by the time, it is huge. This is a session of historic decisions. A speciality of this session is that the journey of 75 years is starting from a new destination… Now, while taking forward the journey from a new place, we have to make the country a developed country by 2047. For this, all the decisions of the time to come will be taken in the new Parliament building.”
  • At 11 am on Tuesday, both Lok Sabha and Rajya Sabha MPs will convene in the Central Hall for a ceremony aimed at “celebrating the rich legacy of the Parliament of India and committing to transform Bharat into a developed nation by 2047.” The event will be followed by a photo session capturing this historic moment.
  • Following Tuesday’s Central Hall function, the proceedings will be reportedly relocated to the new parliament building.
  • The legislative agenda includes significant bills such as the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service, and Term of Office) Bill, the Post Office Bill, the Advocates (Amendment) Bill, and the Press and Registration of Periodicals Bill.
  • In the all-party meeting, several regional parties, including Naveen Patnaik’s Biju Janata Dal and K Chandrasekhar Rao’s Bharat Rashtra Samithi, advocated for tabling of the Women’s Reservation Bill.
  • Earlier this week, the government unveiled the session’s agenda, bringing an end to speculation regarding potential changes to the country’s name or the “One Nation One Election” bill. The government asserted that there’s no customary practice of disclosing the agenda for a special session, a stance hotly contested by the Opposition.
  • Opposition leaders dubbed the special parliamentary session as a “diversionary tactic” by the BJP and urged a focus on pressing issues. Sonia Gandhi had earlier written to PM Modi, enumerating nine critical matters, including the situation in Manipur and the wrestlers’ protest, for discussion during the special session.
  • It’s worth recalling that a special session of parliament was convened when India celebrated its 50 years of Independence. On August 15, 1997, a midnight session was held to mark this milestone in the nation’s history.
