The Union Ministry of Home Affairs on Monday issued a fresh notice to all states and Union Territories and warned against any sort of dilution of lockdown guidelines.
The notification issued by the Ministry on May 17 extended the lockdown throughout the nation till May 31.

Lockdown 4.0 is more liberal than the previous three lockdowns. Most shops and establishments have been permitted to remain open and activities have been given permission to resume. However, malls and certain other activities continue to remain shut.
MHA has reiterated to the States/UTs that despite widespread relaxations given in lockdown restrictions under revised guidelines, States/UTs cannot dilute the restrictions imposed in MHA guidelines. They may prohibit certain other activities or impose restrictions, as deemed necessary on the basis of the ground-level analysis of the situation.
The state authorities have been given the power to identify containment zones within the Red and Orange zones.
The Ministry said that these containment zones shall be identified by the local authorities, according to the guidelines issued by the Union Ministry of Health and Family Welfare.
No activities other than the supply of essential goods and services shall be permitted in these containment zones.
These guidelines shall continue to be implemented until May 31.
