On putting the image through Reverse Image Search, we found a tweet dated November 14, 2019, and according to the caption, the picture is from Khanpur, Pakistan and the injuries were caused by dog bites.

Further investigation led us to a news report that states that 27 people were injured within 3 hours after being bitten by a rabid dog in the Khanpur area in November.

Another article by Pak TV, featuring the above image, also talked about the attack and the lack of effort from the authorities to prevent such attacks.
