In the previous week, India witnessed certain tense moments in its neighbourhood and beyond. It will have to watch the developments and factor it in its response, while dealing with the changes and gauging the impact.

Let us look at some of the developments that are expected this week ahead.

Indian Foreign Policy

The First 2+2 Ministerial dialogue between India and the US in 2018

 The second Indo-US Ministerial 2+2 dialogue will take place in Washington DC on December 18th. This dialogue will be between the two Foreign and Defence Ministers. The Indian delegation will be led by the External Affairs Minister Dr S. Jaishankar and the Defence Minister Rajnath Singh. The US delegation will have the Secretary of State Mike Pompeo and the Secretary of Defence Mark Esper. The two sides will discuss all matter of mutual importance related to strategic issues, defence cooperation, counter terrorism and economic cooperation amongst other issues.

 The previous week, the Citizenship (Amendment) Act was passed by both houses of the Parliament and has received the President’s assent. This has triggered unrest in many parts of the North-Eastern states of India.

This has led to two unfortunate developments. The annual Indo-Japanese summit dialogue which was scheduled to have been held from December 15-17th in Guwahati (Assam) and Imphal (Manipur) has now been postponed. PM Narendra Modi and his Japanese counterpart Shinzo Abe were to have led the summit level talks.

The second development related to this legislation, the Foreign and Home Ministers of Bangladesh have cancelled their visit to India. The Foreign Minister AK Abdul Momin was to attend the Delhi dialogue and the Indian Ocean Dialogue at Delhi. Citing domestic compulsions, the Foreign Minister cancelled his visit. The Home Minister Asaduzzaman Khan was to visit the North-East police academy in Shillong (Meghalaya) to attend an event to commemorate the victory of the Mukhti Bahinis against the Pakistani soldiers in the 1971 war. He has pulled out of the visit citing law and order issues.

Many analysts have warned the government and have advised taking along Bangladesh by explaining the legislation. Bangladesh took strong exception to India’s references on the situation of minorities in the nation.

Richard Branson with the Maharashtra CM Uddhav Thackeray

 The founder of Virgin Atlantic Richard Branson, met the Chief Minister of Maharashtra Uddhav Thackeray, amidst concerns that the Mumbai-Pune hyperloop project may be cancelled by the newly elected government. He has also announced that flights shall recommence on the Mumbai-London route, second flight will be operated on the Delhi-London route and the Bengaluru market will be explored.

Developments in the Middle-East

Qatari PM

 Qatar and other members of the Gulf Cooperation Council are working on re-setting their relations. The Qatari Prime Minister Sheikh Mohammad Bin Abdulrahman Al Thani visited the Saudi capital Riyadh to attend the GCC summit. This was his first visit after Saudi Arabia, UAE, Egypt and Bahrain amongst others ensured a blockade of Qatar and snapped diplomatic ties after accusing it of supporting terror groups inimical to the GCC. This has begun the process of ensuring enduring peace in the region.

 In Lebanon, former Prime Minister Saad Rafik Hariri is emerging as the consensus candidate once again. He had to resign earlier last month following a wave of protests by various civil society groups.

 The opposition parties in Israel have moved a resolution to dissolve the Knesset (the Israeli parliament) as no party has been able to form the government. Israel may head towards its third election in less than a year, sometime in March.

President Donald Trump Impeachment

The House Judicial Committee has approved two charges against US President Donald Trump. This vote will have to be executed by the Democrat led, House of Representatives before it is presented to the Senate. The charges are related to making a White House meeting and a US $381 million deal with Ukraine, conditional upon the latter investigating Trump’s political rival Joe Biden and his son for their business dealings.

Trump has refused to participate, calling it a politically motivated investigation. The vote may get through the House of Representatives but may fail in the Senate where the Republicans have a majority.

The first priority of the government will be to ensure that the BREXIT deal that has been negotiated with the EU is passed in the Parliament. Other issues related to National Health Service, counter terrorism and relations with India and the US will be the top priorities of this government.

The surrender of Pakistani troops in Dhaka

 December 16th is celebrated as the victory day in Bangladesh. This was the day when 93,000 Pakistani soldiers surrendered before the Indian Army and the Mukhti Bahini force of Bangladesh. It finally led to the creation of Bangladesh.

Army Public School, Peshawar

 December 16th is also observed as a day of mourning in Pakistan. This was the day when militants killed more than 160 innocent school going children in the Army Public School, Peshawar back in 2014. Both houses of the Indian parliament passed resolutions condemning this attack.
