The winter session of Parliament started on Monday and it will continue till December 13. With the beginning of the current session, the Rajya Sabha marked its 250th session with a special session wherein Prime Minister Narendra Modi addressed the upper house.

- Prime Minister Narendra Modi addressed the upper house of Parliament, saying: “Rajya Sabha is the second House, not a secondary House. It should be a supportive House.”
- In his 25-minute speech, PM Modi also praised the NCP and BJD: “Today I want to appreciate two parties – NCP and BJD. These parties have wonderfully adhered to Parliamentary norms. They have never ventured into the well. Yet, they have made their points very effectively. Much can be learnt from these practices.”
- PM Modi further said one can never forget the role of the Rajya Sabha when bills related to Articles 370 and 35(A) were passed.
- The marshals standing to next to Rajya Sabha chairman Venkaiah Naidu had a new set of uniform, resembling that of the military.

- Rajya Sabha should be given more powers so that the government consults it better before taking far-reaching decisions such as converting a state into Union Territories or redrawing the boundaries of a state: Former PM Manmohan Singh said in the upper house.
