Nitish says delay in Muzaffarpur rape case ‘flaw in the system’; LS disrupted on the issue

Slogans were raised in the lower house of the parliament on Monday over the Muzzafarpur shelter rape case, even as the Chief Minister of the Bihar said attributed the delay in action in the Muzaffarpur rapes of 34 minor girls staying at a government-run shelter home – Balika Grih run by Seva Sankalp Evam Vikash Samiti -‘ flaw in the system’.

Opposition parties have alleged the Bihar government of not taking enough action into the matter and shielding the main accused – Brajesh Thakur. He not behind bars, but in a hospital jail. A medical team will examine him at the Shaheed Khudiram Bose Central Jail hospital.

In the Lok Sabha

Congress MP Ranjeet Ranjan brought up the Muzaffarpur shelter home rape case in the Lok Sabha asking, “why the 14 institutions are not being investigated. Why wasn’t the security of the children not looked into earlier?” RJD MP Jay Prakash Narayan Yadav joined the protest and said, the girls were being played like toys and the onus is on the government.

“When Home Minister has heard the matter, why isn’t he replying?” demanded Congress MP Mallikarjun Kharge, alleging the Speaker was trying to squash the topic. Sumitra Mahajan said, “We can’t have him replying to everything every day.”

Parliamentary Affairs Minister Ananth Kumar said, “The CBI probe will be just and transparent. The issues taken up by the Opposition, I will bring it to the Home Minister’s notice.”

Meanwhile Nitish Kumar on Monday addressed a press conference in Patna and said a separate bench will be formed for the speedy trial in Muzaffarpur shelter home rape case.

The government is committed to putting the perpetrators of the crime behind the bars, adding that allegation of a cover-up by his government is wrong, he said.

“Action will be taken against the accused. We have discussed steps to make shelter homes more safe and secure,” he said. “We will examine all aspects in the case,” he said, adding that ‘there is a flaw in the system’.

To a question why he has not sacked Social Welfare Minister Manju Verma, he said “if someone related to the minister is involved, they won’t be spared. But why is this issue being raised only now. We had called her and she denied any involvement. How is it justified to level baseless allegations?”

He also directed all district magistrates to inspect child shelter homes and women shelter homes in the state, adding that adequate security arrangements should be made at the shelter homes across the state. It comes a day after the Bihar government suspended 23 officers for neglecting their duties at shelter homes.

Meanwhile, a team of Central Bureau of Investigation (CBI) has reached Muzaffarpur for further investigations after getting all the documents from the Social Welfare Department, Patna and Tata Institute of Social Sciences in connection with the Muzaffarpur shelter rape case.

The case was unearthed after the state Social Welfare department filed a case based on the findings of the Mumbai-based Tata Institue of Social Sciences which concluded that 34 minor girls staying at a state-run shelter home in Muzaffarpur were raped by the staff.

On Saturday the Rashtriya Janata Dal (RJD) leader Tejashwi Yadav held a protest at Jantar Mantar, which turned into a show of opposition unity as various leaders joined in including Congress president Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal and other Left leaders, including D Raja and Sitaram Yechury.
